Not long ago, Wayne Trotter received a telephone call.

Trotter, the publisher of the Countywide & Sun, a weekly newspaper in Tecumseh, was contacted by staff members from U.S. Sen. Jim Inhofe's office. Inhofe, Trotter was told, would be flying into the Tecumseh-Shawnee area and would be available to the press for a few moments.
