Oklahoma officials said U.S. District Judge Joe Heaton dismissed the lawsuit filed by the Tarrant Regional Water District, which had filed applications with the Oklahoma Water Resources Board to appropriate surface or stream water for use in Texas. The water district's general manager said the case is still alive, and that Heaton's ruling gives the Texas agency time to strengthen its side of the dispute.
