An appellate court on Friday said that having to spend $50,000 to recover $35,000 from the state just doesn't make sense.
Frances Downey paid nearly $50,000 in attorney fees and expenses to win a net $35,000 as compensation for her property, which was taken by the state Department of Transportation under eminent domain proceedings.
