The Environmental Protection Agency on Wednesday finalized a controversial plan that would require Oklahoma utility companies to install costly emissions-reducing equipment at three coal-fired power plants in the state.

Oklahoma Attorney General Scott Pruitt said he plans to fight the EPA ruling in federal court. The decision flies in the face of the state's right to come up with its own plan to reduce sulfur dioxide emissions at some of its aging coal-fired power plants, he said in a statement. An earlier state plan that was partially rejected by the EPA would have allowed for a gradual reduction of sulfur dioxide emissions to reduce regional haze and protected consumers from utility rate increases, Pruitt said.
