Attorney Alfred K. Morlan stood Monday as Tulsa County District Court Judge Dana Kuehn sought to wind down two hours of contested facts, statutes and case law concerning the Tulsa Stadium Improvements District No. 1, a property assessment district created primarily to build Oneok Field.
